Robert Rutt
Senior Consultant Robert (Bob) Rutt retired from the U.S. Department of Homeland Security (DHS) as a Senior Executive with more than 27 years of service as a criminal investigator. While with DHS and the former U.S. Customs Service, Bob served as the Director of the National Intellectual Property Rights Coordination Center (IPR Center) in Crystal City, VA; Director of Financial Investigations in Washington, DC; and Special Agent in Charge in Houston, TX. Bob was awarded the Presidential Meritorious Rank Award for his accomplishments within DHS. Since his retirement in 2012 Bob has been providing consulting services relating to government affairs. Bob’s expertise and experience include Form I-9 compliance and remediation, Global Entry denials and revocations, Customs, visa and immigration issues, intellectual property rights and brand protection, providing subject matter expertise in the modernization and development of investigative case management systems and investigative training manuals. While serving as the Special Agent in Charge in Houston, Bob led, managed and coordinated large scale responses to manage critical incidents such as hurricanes, massive power outages, employee casualties and implemented continuity of operations plans, as necessary. Bob served as DHS designated Principal Law Enforcement Officer as part of the federal response to Hurricane Rita and served as the ICE Principal Field Officer for Hurricane Ike. Bob and a fellow Special Agent in Charge oversaw the creation of the then regional Rapid Response Team (RRT) concept within Homeland Security Investigations (HSI) in the aftermath of Hurricane Katrina. RRTs have been expanded and are now a nationwide program capable of deploying anywhere in the United States within 24 hours to secure DHS assets and provide humanitarian assistance before, during, and after a crisis event as well as providing law enforcement support to state and local authorities during FEMA Emergency Support Function-13 activations. Bob graduated from George Mason University in 1985 with a Bachelor of Science in Law Enforcement and from National Louis University in 1996 with a Master of Science in Management. Prior to becoming a Special Agent with the U.S. Customs Service, Bob was a Marine Corps Counterintelligence Specialist. |
